The National Assembly of the Republic of Seychelles - Introduction

The National Assembly was created in 1993 following the introduction of multi-party democracy in Seychelles. The introduction of multi-party democracy also signaled the beginning of the Third Republic of Seychelles. The Constitution adopted on the 18th of June 1993 provides for the creation of a National Assembly.

‘There shall be a National Assembly of Seychelles.’ Chapter VI, Part I, Article 77, (Page 66).

The National Assembly derives its authority and jurisdiction from the Constitution of the Republic of Seychelles- the Supreme Law of the land. The business and Order of Conduct of its proceedings are governed by Article 101 which provides for the creation of a Standing Order of the National Assembly.

Subject to this Constitution, the National Assembly may make Standing Orders for the regulation and orderly conduct of its proceedings and the discharge of business at sittings of the Assembly and for related purposes.’ Article 101 of Chapter VI, Part IV, (Page 81)

The first National Assembly was elected in July 1993 with Hon. Francis McGregor elected soon after as the Speaker. Hon. Francis McGregor was elected as the Speaker again in 1998 and 2002. The Constitution provides for the election of a Speaker.

‘There shall be a Speaker and a Deputy Speaker of the National Assembly, in accordance with the Standing Orders, or in the absence of Standing Orders, in accordance with the procedures approved by the Assembly, among the members of the Assembly.’
Chapter VI, Part I, Article 83(1), (Page 73)

The General Elections for the National Assembly is held every five years with members directly elected from the constituencies and others proportionately elected. The last General Elections were held in May 2007. The National Assembly comprises of 34 members altogether, out of which: 25 are directly elected members from the 25 constituencies, including the Leader of the Opposition, and 9 are proportionately elected members, including, the Leader of government business, and the Speaker of the National Assembly.

The current Speaker of the National Assembly is Honourable Patrick Herminie, and the Deputy Speaker is Honourable Wilby Lucas. The Leader of Government Business is Honourable Marie-Louise Potter and the Leader of the Opposition is Honourable Wavel Ramkalawan. The Composition of the National Assembly is set out in the Constitution in.

‘The National Assembly shall consist of-
(a) such number of members directly elected in accordance with-
     i. this Constitution; and
    ii. subject to this Constitution, and Act, as is equal to the number of electoral areas

(b) not more than ten members elected on the basis of proportional representation specified
     in Schedule 4.’ Chapter VI, Part I, Article 78 (a) (b), (page 66)

There has been therefore since the existence of the National Assembly in 1993, two consecutive Speakers of the National Assembly of Seychelles.

     30th July 1993
     30th March 1998
     17th December 2002

The Honourable Francis McGregor served for three consecutive terms.
